Stormwater Control Measures (SCMs) are implemented as a way of limiting and treating pollutants and other damaging effects of stormwater runoff in order to meet legislative and North Carolina Administrative Code requirements.
SCMs are physical structures requiring engineering design and engineered construction to remove pollutants from stormwater runoff. They also provide flood control, reduce downstream erosion, and promote groundwater recharge.
Apex currently has over 350 SCMs to help treat stormwater. Most are installed with development or re-development projects including many residential neighborhoods. Some are installed as part of Town projects.
Every SCM is required to be inspected on an annual basis to ensure it is operating as designed. The SCM owners (including Homeowner Associations) are responsible for all inspections and for the continued operation and maintenance of the SCM.
Section 6.1 of the Town Unified Development Ordinance (UDO) discusses other Town stormwater regulations.
